Two carriers stand for two operators.. I even remember to having seen TN-13 umts carrier. In my humble opinion, knowing the time elapsed since Tunisiana (orascom) (carrier TN-03) started its 3G infrastructure construction in 2005 and the "the hidden" contract between tunisia and a 3rd operator (Vodaphone france or SFR), I think that one of the carriers is an extension to orascom GSM/GPRS/EDGE network. The two others are the test base lines for the new and mysterious operator.. In this time commercial structure is absent so to use UMTS service no way but wait for subscription to the provider..
